Risk analysis

Objectives

To investigate risks of suboptimal or conflictual use of seafood resources, with the following specific objectives:

  • A description of positive and negative interactions between the seafood sector and other sectors, and risks to and from the seafood sector in relation to the rest of society and the environment.
  • To make recommendations on how the identified conflicts and risks can be managed to minimize the threats.

Knowledge gaps

Given that seafood production can affect and be affected by the rest of society and the environment in both positive and negative ways, recommendations for a sustainable expansion of the Swedish seafood sector must be based on a holistic framework. Similarly, the effects of interactions and contradictions between the seafood sector and other sectors using natural resources, as well as growing pressures such as climate change and societal transformations, are not well documented and need to be mapped. This is of particular importance for activities involving new or underdeveloped species, and for aquaculture. In addition, risks need to be processed to identify which risks need to be managed or mitigated.

Methodology

Risks will be assessed both in satellite projects and post-doctoral projects. Expertise from the research areas (in particular research area 5) and industry representatives will be used, complemented by external experts when needed. Information will be compiled through structured literature reviews, interviews and workshops to achieve a process of co-creation of knowledge with different stakeholder groups. Identified risks will be assessed and weighted in workshops where round table processes will be used to achieve consensus among experts to analyze the identified risks in terms of likelihood and impact. Experience from other sectors shows that the sustainable use of natural resources requires trade-offs between short-term and long-term perspectives. Therefore, case studies and panel discussions need to be built into risk management and mitigation analysis.

Expected results

  • A publication that describes the interactions and contradictions identified in the seafood sector related to meeting the 2030 Agenda.
  • Recommendations on how to minimize conflicts between sectors with conflicting interests.
  • A framework to facilitate the deployment of new and growing sectors based on experiences in other sectors.
  • Recommendations on the most important measures to mitigate the main risks to and from the Swedish seafood sector.
